When you burn through your entire water supply in less than one generation's time, that implies you don't have the management skills to farm. To simply move to another region and do the same process over again is insanity. There must be an understanding that water is more valuable than oil and gold. Gold and oil have many substitute products, but water has no substitute, therefore water is more valuable.

Ice is melting from Greenland and Iceland, The good fresh water is going into the ocean, increasing the water level. Saudi Arabia has the money to ship that water into its farmland or turn sea salt water into agricultural water. They can do it.
