Farms: Utah's "Problem" with Family Farms

Utah County has made it very clear that the Cook Family Farm is not the "best use" of the land right off the freeway. Now the city and state want the Cook's water. Who determines "best use" --- certainly not the residents who love Cook's farm, but the crony capitalists to run things in the suburbs.
