This is the last mission for the Tropico 4 campaign. The last task has a time limit, which I had already passed when it showed up. Basically it popped up informing me that I lost 7 years ago. I reloaded, built the items required for it during the previous task, and got an instant win, even though I was in the year 2019, instead of 2012. Other hints I can give are: Build an early industry consisting of two iron and a salt mine, as well as an immigration office. Fill just about your work slots and then set the immigration policy to "Tropico First". Take your time and you should have a decent income by when you reach the 100 required people for the next task. Try to avoid work spaces that require lots of workers and give little money in return (like farms). Instead build fisherman wharfs and cattle ranches. When you have to raise the minimum wages to 20, also raise the rents. Tropicans will pay up to 1/3 of their income for rents. Tenements at 6, Appartments at 7, Condominiums at 8, .. works well. Based on your first industry income you should build three Oil Refineries in the according slots and import or educate the needed workers. Build some industry based on imports (like a Jewelry) for additional money. Remember to set the import limit to high or unlimited and build multiple harbors if you want to focus on imports. If you do all that, the mission should be pretty easy and you have all the time in the world to develop your Tropican Utopia.
