No cheats or mods used. This was just me messing around in sandbox mode on Tropico 4. I found out that mining and farming your own resources is for chumps. I'm importing practically all my food - I have a few different farms and fishing huts to add variety. I'm importing all of my raw goods. I have all of my uneducated people working as dockworkers or teamsters (I have a lot of teamsters), and all of my educated people working in factories. Even when setting the work to "Easy Does It", I'm netting about $500,000 a year. I think I hit the population cap - I can't seem to get the population much past 1500 for any period of time. Oh well. Fun was had.

Considering you had 90+ environmental rating when your whole island was paved over, I think this game shoud count overdevelopment as pollution.
