If Simcity 3000 refuses to let you build an on ramp, it takes 3 tiles to on where you want to build, but the game needs 4 tiles clear to build, then you can build on the 4th tile. Also, if the game continues to insist on not giving you the green light to build an on ramp, select the road tool and build a road again on the square where the road meets the highway (build over for $0, don't doze and build). For some reason, the game "forgets" there is a road there so you have to remind it. Then you can resume building on ramps.

OK don't panic! First things first! Make sure you have a Highway built with a road going fully and completely underneath it! Next make sure that where you want to build the on ramp that the squares are flat and level with the highway! Next select the highway tool and the on ramp under the highway menu! Also make sure there is no on ramp close by as they will not build too close together! Junctions must me a certain distance apart and completly flat! If you still have problems come back and reply

@MingGuoLi Sadly no there is nothing you can do with the ends. What I usurally do is count 5 squares along from the end of the highway (along the highway) and put a double road (avenue) under it and onramp it onto the highway before circling it round the end of the highway like a round-a-bout and filling it with parks and stuff. In sim city 4 you can do something but not in sim city 3k sorry!!

Anything you can do with the highway ends? Tried using onramps at the end. Unsuccessful.
