Build it at least 64 blocks in radius away from the center of a village. These only counts for a "normal" sized village, to be safer build it at least 100 blocks away from the last door of a village. The villager in the middle must have an empty inventory, so no food in his inventory. Otherwise the farmer don't throw food to the villager. Please note that a villager keeps its inventory when he grows into an adult. To make sure that you have a villager without food in your inventory you can cure a zombie villager, or build my Villager Breeder for Minecraft 1.8.
