People did have lap dogs, the smaller "toy" breeds already existed by then. Small toy spaniels, Italian greyhounds and pugs are seen in a lot of paintings with fashionable ladies. (pugs and pekingese were part of the craze for anything Chinese, like porcelains and textiles.) And people slept with the small dogs in their bed. I think for one thing, if you've ever cuddled a dog you will notice their body temperature is very warm. Normal temp of a healthy dog is 101 F, so they were like a hot water bottle in your bed. Also, supposedly any fleas in the bed would prefer to bite the dog rather than the human.
Terriers were also very popular for pest control. A good terrier will kill a lot more rats than an average cat. A small rat terrier doesn't need that much food and it earns it's keep even for a poorer household. I think poorer people would not have had large dogs as pets because they do eat a lot so they are more expensive to keep, but they might have a larger working dog like to pull a cart. -

In feeding my own dog a diet of fresh, normal, food traditional and unprocessed, I am more and more aware of how expensive dogs must have been back then. Its no wonder that big hounds were owned by the wealthy while many poorer people had small, easy to feed, terrier sized dogs.

The lap dogs were used by royalty in Europe to attract fleas to rather than them be on the princess. Once it was flea ridden they would throw it out and get a new one. That is how lap dogs became a thing
