A friend and I were trying to replicate this build on a server and ran into a bug. The thermal monitor in your setup is acting inversely to the one in the Direwolf20 1.6.4 pack; in our world, it was outputting a signal only when the shutdown temperature was reached, meaning that the AND gate was was broken. All I had to do was invert the signal from the thermal monitor, and the setup worked like a charm.
